Does it ever make up a lead?
No. A lead without a public source is dropped. If it cannot verify a named person, it returns the company and says so rather than guessing a contact.
Will it comment or message without asking me?
No. You approve every comment and every first message it drafts, and you approve the people and the sequence before anything sends.
How does it know when someone is around?
From the times they post and comment in public. It looks for the hours they are usually active and sends inside them. It never tries to tell whether someone is online.
Can my LinkedIn account get restricted?
It can, and the connect screen says so too. LinkedIn has no API for this, and automating a personal account breaks its user agreement. Daily caps, a slow start and random gaps lower that risk. They do not remove it.
